فَإِذَا جَاءَ وَعْدُ أُولَاهُمَا بَعَثْنَا عَلَيْكُمْ عِبَادًا لَنَا أُولِي بَأْسٍ شَدِيدٍ فَجَاسُوا خِلَالَ الدِّيَارِ ۚ وَكَانَ وَعْدًا مَفْعُولًا

Sahih International
(17:5) So when the [time of] promise came for the first of them, We sent against you servants of Ours - those of great military might, and they probed [even] into the homes, and it was a promise fulfilled.

(17:5) So, when the promise came for the first of the two, We sent against you slaves of Ours given to terrible warfare. They entered the very innermost parts of your homes. And it was a promise (completely) fulfilled.

(17:5) So if their (B)`s first/beginning (of the two times) came, We sent on (to) you worshippers/slaves for Us of strong (severe) power/mighty, so they went through/corrupting/destroying in between and around the homes/houses , and (it) was a made/done promise.

That is translated surah Al Isra ayat 5 (QS 17: 5) in arabic and english text, may be useful.
It is regrettable that all the translators failed to convey the right grammatical tense meant through the "past simple" in these verses. Don't these gentlemen know that in the Holy Qur'an the "past verb" may indicate not only the past itself, but sometimes "the present" { الآن جئت بالحق } البقرة/ 71, the past-the present-and the future at the same time as in :إنّ الصلاة كانت على المؤمنين كتابًا موقوتًا , and finally to ascertain a fact to happen in the future as in: وفتخت السماء فكانت ابواابا .
