Quran surah Al A'raf 176 in arabic text
وَلَوْ شِئْنَا لَرَفَعْنَاهُ بِهَا وَلَٰكِنَّهُ أَخْلَدَ إِلَى الْأَرْضِ وَاتَّبَعَ هَوَاهُ ۚ فَمَثَلُهُ كَمَثَلِ الْكَلْبِ إِنْ تَحْمِلْ عَلَيْهِ يَلْهَثْ أَوْ تَتْرُكْهُ يَلْهَثْ ۚ ذَٰلِكَ مَثَلُ الْقَوْمِ الَّذِينَ كَذَّبُوا بِآيَاتِنَا ۚ فَاقْصُصِ الْقَصَصَ لَعَلَّهُمْ يَتَفَكَّرُونَ
Quran surah Al A'raf 176 in english translation
Sahih International
(7:176) And if We had willed, we could have elevated him thereby, but he adhered [instead] to the earth and followed his own desire. So his example is like that of the dog: if you chase him, he pants, or if you leave him, he [still] pants. That is the example of the people who denied Our signs. So relate the stories that perhaps they will give thought.
Muhammad Taqi-ud-Din al-Hilali and Muhammad Muhsin Khan,
(7:176) And had We willed, We would surely have elevated him therewith but he clung to the earth and followed his own vain desire. So his description is the description of a dog: if you drive him away, he lolls his tongue out, or if you leave him alone, he (still) lolls his tongue out. Such is the description of the people who reject Our Ayat (proofs, evidences, verses, lessons, signs, revelations, etc.). So relate the stories, perhaps they may reflect.

(7:176) And had We willed We could have raised him by their means, but he clung to the earth and followed his own lust. (7:176) And if We had decided, We would indeed have raised him thereby, but he clung to the earth and closely followed his prejudice. So the likeness of him is like the likeness of a dog: in case you burden it, it lolls (its tongue out), or (in case) you leave it, it lolls (its tongue out). That is the likeness of the people who have cried lies to Our signs. So narrate (these) narratives that possibly they would meditate..

(7:176) If We had willed (to impede the way he chose by his free will), We could indeed have lifted him (toward the perfections enabled by faith) through those signs and Revelations, but (by his own free choice) he clung to the earth and followed his desires. So (in his being surrendered to greed), his likeness is that of a dog: if you move to drive it away, it pants with its tongue lolling out (still hoping to be fed more), or if you leave it, it pants with its tongue lolling out. Such is the likeness of those who deny Our signs and Revelations. So tell them this narrative so that they may (be stirred to) reflect.

(7:176) Had We so willed We would have exalted him (in ranks) thereby (- by means of these Our commandments), but he remained inclined to (the material things of) this world and followed his low desires. (7:176) And if We wanted/willed, We would have risen him with it, and but he (wanted to) perpetuate/immortalize/eternalize the earth/Planet Earth, and he followed his self attraction for desire/love and lust , so his example/proverb (is) like the example (of) the dog, if you burden/load on it, it pants , and if you leave it, it pants, that is (the) example/proverb (of) the nation those who lied/denied/falsified with Our verses/evidences , so narrate/relay the narration/information ,maybe/perhaps they think.

(7:176) We wished to exalt him, but he loved baseness and followed his lust. His likeness is that of a dog who hangs out his tongue if you drive him away, and still hangs it out if you leave him alone. Such is the case of the people who deny Our signs.
